ActionTec T3200M - ARP Limit

I have an ActionTec T3200M modem at the office. There are around 500 devices connected via ethernet and network switches; however, it will only assign 399 total IPs, so the other miners won't work/show up. I have the IP assignment interval under the modem settings set to 10.0.0.1 to 10.0.7.255 - despite this, the ARP table in the modem settings only shows assignment to 399 devices, falling between 10.0.1.1 - 10.0.3.99 - it's like the device can only handle <400 IPs/devices. Is there a way to increase the ARP table size limit, or how does one connect more than 400 devices/is there another workaround (assuming 400 is the limit- ActionTec has no information on this).

What is your subnet mask set to on the LAN side?
