Poor Customer Service -- Offered a promotion and they did not follow through

Last Monday July 7th I received a call from Telus offering me a new phone and cheaper plan. I had agreed to go ahead with this and was told the phone would be shipped and that I would get it by the end of last week (July 11th). I never received the phone so I reached back out to Telus and they said ‘oh looks like the guy you were talking to never actually placed the order and now the prices have gone up and there is nothing we can do about it'. Which is quite frustrating after I agreed to this deal verbally and through email and they did not hold up their end of the deal. The customer service has been horrible and I do not understand why they would even call me and offer me a new phone and cheaper plan and then once I agree to it never follow through with it. One of the worst customer services I have ever dealt with.
