I am trying to cancel because the house I am moving to does not have the same internet condition, but they keep asking me to pay a penalty. I cannot change to optical LAN, and it is slower than the speed of a cell phone. If I cannot change to the same condition, it is a violation of the telecommunications law. If the speed is the same, I would have moved. I want to talk to the general manager who can handle it without a cancellation fee.

Once upon a time, companies would let you out of the contract at no cost to you if they couldn't provide you service. Unfortunately, those days are long gone! These insane fees for early termination are getting higher and these companies are sticking them to every customer they can, regardless of the reason for cancelling.
In their defense though. You agreed to the terms for the length of the term. There is nothing in those terms allowing you to walk away from that agreement without penalty just because you decided to move to a place where they don't offer service. The term you agreed to usually provides a discounted rate as well because you agreed to maintain your service with them for the length of the agreement.
