Other than the steps of configuring your device' settings (you can restrict all outgoing calls from your number to just your contacts, for example) your best bet would be to report it to the Canadian Anti-Fraud Centre at their website: https://antifraudcentre-centreantifraude.ca/index-eng.htm or by calling 1-888-495-8501.
