$150 roaming charges

my wife and I went to france. we turned off our roaming and turned off our data before leaving canada.my wife was charged $90 for roaming and I was charged $60.

Hi Does anyone else having problems with the website not letting you change options in your services? Every time I try it just leads me to a new service page, so I'll always have to use chat or call to change anything.
