double billing incompletely reversed and promised credits not yet applied 6 months later

On my January invoice I was double billed for a partial period on my security account - two charges,  one for a full month and one for a partial month for the same doorbell and same date range.  I called (February 21st- 2 hours, most on hold) and on the next bill I discovered they reversed the charges, but not the taxes. A late charge was applied on the taxes. I called again (March 22nd-Agent named Saleh(?)).  A credit was promised to in recognition of the inconvenience-asked me to pay the outstanding amount but a credit would be on the next bill- so I did.  March 26th, still no credit - called again and Saleh promised another (bigger) credit on top of the first, if the first didn't show up on the next bill. He said he could see both credits on my account. Another 2 hours on the phone, most on hold.  Next bill still no credit. May 1st called again. Call directed to wrong department by automated system, an hour by the time I spoke to an agent.  While he was "investigating" the case the call got dropped, so I submitted a ticket online since I'm tired of wasting time on the phone.  May 7th, I called again.  3rd agent cancels first 2 credits and promises a 3rd in a different amount.  says he will follow up to make sure the credit gets applied and will call me back within 5 days.  He gave me his email so I could reach him.  When I tried after 5 days he didn't reply.  His name was Adil. May 29th the ticket is marked resolved and no one has called and no credit on the account.   So I opened another ticket on May 29th - that one still says "in progress". June 6th I updated it with my payment for the amount that is owing after the promised credit gets applied.

(Here's the rest of the post due to character limitation to 2100 characters).  June 10th still no updates or credits so I opened a billing dispute.  June 16(today) the phone rang. By the time I got to the handset they hung up - call display said it was Telus calling.  Rang 1.5 rings.  Checked the support request status and see it was marked as "resolved" exactly when they called and hung up.   Opened another ticket.  It's now been 6 months since they double billed me and reversed the double billing incompletely.  They've closed 2 of the tickets as resolved when they aren't.  I've spent a whole day on the  phone over the noted calls above. The credits were supposed to be an acknowledgment for the "inconvenience".  I have paid what is owed after the last promised credit, but late charges continue to apply because the credits and charge reversal have not been applied.  How to get through to someone who can fix this once and for all?
