Telus activating services without consent

So I have spent way too much time and effort on this. What was a quote i had requested through TELUS turned into them activating the services, for not just the internet service i had called about, but also home security AND TV. Spent over 4 hours on call with TELUS reps back in February desperately trying to cancel the services with being non-stop transferred and little to no help received. After hours I let the person i was speaking with know that i was recording the call from that point on, and that the services activated were done without my express consent or permission. Following this, they agreed to cancel all services and ensure it is taken care of. Fast forward 2 months i now have received a bill from TELUS for the services they agreed was to be CANCELED! I quite literally have this part of the conversation recorded. 

I am now yet again on the phone with another TELUS rep and they're telling me i have to start the entire process over again as there was a "glitch in their system" so nothing was canceled. They admitted they see that a request was put through but nothing happened with it.

At what point TELUS will you get your ducks in a row? This is the WORST experience ive ever had dealing with a home service provider. This is the exact way you lose customers for life. 

My question for the public, what legal rights do I have access to at this point? I know there was a lawsuit for a provider in the US a few years back directly related to activating services without the consent of the customer, and after looking in this forum I am certainly not the only person with this exact problem.
