Real question … not a complaint.

I’ll try to explain this briefly.

I have several iOS devices.  My iPhone 16 with the latest iOS update, using an eSIM with Telus, works just fine.  I have an iPad and allow calls/continuity to/from it … so, I receive calls from my iPhone and can make calls from my iPad that automatically routes through my iPhone.  This all works as it should.

BUT, I have an iPhone 12, former Telus phone, that’s been erased, reset, etc. and set the same way as my iPad.  Everything works for continuity and I can receive calls from my new iPhone on it.  It fails though sending calls.  No matter what settings are changed it seems to still try to use its own cell coverage and immediately says call failed.  
With settings on the old iPhone there’s an option ‘default calling app’.  There should be an option ‘Calls from iPhone’ referring to the new iPhone but I only have ‘iPhone’ and ‘Facetime’ as options (same as the new iPhone).

I’ve tried everything I can think of to fix this (to allow outbound calls on the old iPhone, using the new iPhone) and there must be something preventing this?  
I’d just accept this isn’t doable but apple and ‘the internet’ suggests it is.  I’ve even tried a fresh iOS install on separate iphone 13 and it allows inbound continuity but not outbound.  Even 611 fails.  Any thoughts?  Is this a carrier limitation?
